Will the Nobel affect Obama's decision on foreign policy?

Will the Nobel affect Obama on Afghanistan?  On Iran?  On Russia? Or China?   It seems to me in giving the Nobel to the President before he did anything they really tie his hands in the wrong way in the future.  If Obama has to be strong and hard can he after the Nobel prize?  I don't think Obama really wants hard power but neither did Jimmy Carter before the Russians invaded Afghanistan.
